Folks in the Roanoke Area shouldn’t be surprised at this malfeasance of placing bait fish above people.  Their crowning example is the $65 million dollars spent on “Riverbank Beautification” in Roanoke.  It was done under the guise of flood control but that wasn’t possible because Obama' EPA placed the log-perch and the snail-darters above people and property and safety.
Calling this “flood control” is just part of the Liberal’s utilization of Orwells “1984 Doublespeak”
