Trump announces the Federal Plan to ReOpen America.
Trump’s
plan is consistent with his actions to date.
The
Governors are responsible for the safety and security of their residents.
The Federal
Government is in a guidance and supportive role.
If there is
a State short-fall in performance, the Federal Government will get involved to
the extent necessary.
It’s called
Federalism.

WASHINGTON—President Trump outlined broad new
federal guidelines for opening up the country that will put the onus on
governors to decide how to restart the economies in their states amid mounting
fallout from the coronavirus outbreak.

For those
who question Trump’s authority to directly intervene in a States internal operations
one can reflect on Little Rock
in Sept of 1957.
President
Eisenhower placed the Arkansas National Guard under Federal Command (away from
Gov Faubus) and assigned them to their barracks.
He sent in a 101st Airborne Federal Unit and US Marshals to enforce a Federal Segregation
Order at Little Rock
schools.
(Hardly the
crisis of an ongoing deadly national pandemic with 32,000 deaths).
A move not
liked by most Democrat Governors at the time.
Apparently
a Republican President, faced with a crisis situation, can legally invoke
significant power and control over a state.
