Those criteria may or may-not be the cause-effect of this accident, however; they clearly are Not acceptable for public safety in any venue, civilian, government or military.

A major reason military helicopters are operating in this high-risk area are demands by congressmen, senators, administrators and bureaucrats for chopper-service.
Woud be appropriate for the accident investigation to include this inappropriate use of military aircraft in such a high-risk zone and demand it either stop or the commercial service be stopped.
