If there ever was a major redundant sector of federal bureaucracy, the Federal Education Dept is IT!

Every state has a Dept of Education responsible for the Management and Direction of the schools in that state including teacher education, certification and student graduation requirements.
Tax-payer education funds at the Federal Level, if any, should be allocated directly to the states based on needs and equity allocations!
The role of a small dept of ed at the federal level would be to Maintain Data Bases of:
State testing content and outcomes
State best educational practices
Best teacher education facilities, content, certification and outcomes.
