As the US population continues to grow, drinkable potable water will become an ever more critical commodity.
Three examples of past ‘usurping water’ that sheds light on a process that has exploited the few for the benefit of the many.
Given how low many major reservoirs and aquifers are, there are major decisions to be made on obtaining additional potable water supplies.

The Denver Water Roundup was necessary because Denver is on the very dry-arid east-side down-wind of the Rockies.
Denver sent emissaries to the West side of the Great Divide to buy-up every possible ‘water right’ from every possible plot of land. They then built a water-tunnel under the two-mile high Loveland Pass to provide water to Denver and Boulder. Needless to say, the land west of the Divide now has limited use and value even though it’s the green-side, watered from the Pacific clouds.

NYC recognized in 1800’s it couldn’t drink out of the Hudson and thereby sent emissaries to the Catskills, and to the NY government in Albany, to ‘obtain’ tens of thousand of acres of watershed of the major streams. They then built multiple massive reservoirs and a 100-mile tunnel-aqueduct to NYC.

Clearly the current litigious environment will be a major factor in ‘collecting’ additional or new water sources. In fact, we’re now in the business of tearing down dams to benefit fish spawns.
The aquifers under many coastal cities have been pumped-down to the point that the coastal land is sinking (subsidence) faster than sea-levels are rising.

Tucson Az may become a model for the collection and treatment of ‘used water’ into designated uses and pumping-back into the aquifer some captured excess rain water.
