My parents and my aunts and uncles, in their early 20's, came through Ellis Island in the 1920’s.
The process was very formal and organized and tightly managed.
The destinations in the US were mapped by ethnicity and country of origin.
Immigrants were ‘assigned-mapped’ to receiving-persons because there was no social service system – just assigned-employers, assigned-families, church and ethnic organizations.
Legal Immigrants were safe and housed Not left sleeping on the streets. There was organized formal transportation to the ‘host’ entities. There were No ‘criminal ‘coyotes’ preying on and abusing innocents’. They were Not treated like political pawns but as future productive citizens.

Immigration ‘Public Charge Rules'
When my parents became legal immigrants into the US, in the 1920s, the ‘Public Charge Rules’ required, that before immigrants could exit Ellis Island, they either had a written job commitment and or a US citizen filed a commitment that they would guarantee ‘living support’ for the immigrant.
