The Pro-yes-vote Virginian’s and their wealthy out-of-state benefactors have written a constitutional amendment so vague and misleading that voters are mystified by what it really says and means.
However ---
What is clear is that it’s a power-grab to degrade one-man one-vote into a 10 to 1 congressional gerrymandered state.
