It also demonstrates the massive barriers and boulders the government has placed in the path of ‘new anything’ (except solar-panels and wind-turbines).

This endeavor resulted in failure and almost total market domination by the Chinese with major negative impacts to the US economy and technology and national security.
-
Private industry can successfully develop major industries. IBM developed major US chip manufacturing to support the IBM-360 program with large factories for bipolar chips in NY and field-effect chips in Vermont. These were soon extended with external contracts for chips to TI and Motorola.

Musk has demonstrated that private industry can outshine even NASA in outer-space with his rocket and satellite businesses.

Going forward in the technology race with China and others, it would behoove the US government to Not micromanage the technology that changes more rapidly than the bureaucracy can respond, and obsolescence can quickly dead-end entire technologies.
A major challenge is getting the politics, favoritism, bias and self-interest out of the support and decision processes.
US success is important – Trojan Horses are everywhere.
