The major issues are so explosive and divisive that a College-Debate format is unworkable.

Instead each candidate should get a 1-hour solo-time-slot in which to articulate their plans going forward and their attacks upon their opponent.
This could include projections of photos, videos and a power-point format as done for every major business presentation.

Each would then get a follow-up 30-minute-solo-time-slot for rebuttal.
